But who can apply the short visit pass for her? Can she apply for the short visit pass by herself or by her friends who are PR or citizens?
Ask her friend to apply..
logically, anyone (PR or SC) can apply for her, even herself, assuming she has a new passport with a new name. But I feel, ask for a friend to apply could be better.
