this is dead-lock situation you see?
so get a PR-partner first to start-up.

u one person also cannot register a company
it takes two, one of which must be a PR.
It is very unlikely that the ICA will grant u PR based on your business plan, because they are not in a position to evaluate the merits of your business plans and they will like to see black and white.
just grab a PR to do it together, i guess that is easier.
