Maybe you want to check:

1) check out the environment:

a) size of classroom - 5%
b) size of outdoor - 5%
c) toys and materials - 5%

2) how many years has each been established? - weightage 10% (maybe can give 10% to those centres that have been established for more than 5 years and score down progressively).

3) the owner of the centre - is it early childhood trained? (non early childhood trained owner usually is more interested in profit than child's interest. Not always the case but higher chance of they will be so) - weightage 5%

4) friendliness of principal - weightage 5%

5) curriculum - ask to see at least 3 mths of curriculum (most will not show you one year), whether they can produce to show you. Curriculum shld include lesson plans and worksheets (these items come together) - weightage 35%

6) see the K2 children's written work (art work usually on display) - how much they can write. Seeing K2 work is important coz that's the end of your child's 'education' prior to P1. Written work must not be cookie cutter like else there is a strong indication of teacher wrote and they copy. Never mind about those mis-spelling - the idea is that they must be able to write sensibly. Ask this only when you visit them and don't give them time to pre-prepare else you will be seeing merely the writing of the best child in the class - 20%

Miscellaneous considerations are:

1) the class size,
2) qualification of teacher in your child's class,
3) fees,
4) transport,
4) cleanliness,
5) enrichment courses available,
6) quality of toilet paper used. I mentioned it in another thread. This is a small item but shows the commitment of a cc towards kids' comfort. I feel if we don't use recycled toilet paper (those greying rough qualit) in our homes, we should not use in a cc for young children. If a centre thrift on this, they are likely to also thrift on food),
7) how many TVs they have in the premises (the best is ZERO and max is 1),
etc

Above just some gut input. Hope it helps for you to score each centre to come up and decide on the 'Top Scorer'...

PS: If you are going for cc, do look at their daily timetable. A good cc should not arrange kids shower and lunch during core curriculum hours (tod - N1 - 2 hours / N2 - 2 - 2.5 hours / Ks 3 hours. Kindergarten in cc is supposed to operate as a real kindergarten with serious core curriculum hours but some ccs just somehow can't schedule their non-core curriculum activities properly. Those that show you showering of N1 at 10 am.. you can totally forget about it - a waste of money!
