Childcare center的Licence Tenure时间越长代表越好吗？

选了一家今年3月刚开的childcare center，有6个娃现在，最小的19个月，最大的2岁半的样子，原本都要打算报名了，今天看了一下childcare center的license tenure，又有点儿纠结了，不晓得我的理解是不是有偏差，求教

The tenure of initial licence is 12 months. The licence fee of $264 will be deducted via GIRO and the licence will be mailed to you after the payment has been made

今天刚好看到宝宝学校的执照，36个月。你这资料对吗？怎么最长才24个月？另外，据我所知，每间学校都会尽量争取拿最长的执照。谁也不喜欢经常准备检查。记得当年大巴窑虐童事情发生后，执照立马减成6个月，各方面改进后才给的较长的执照。

这个信息我是从ECDA的网站上找到的，所以默认应该是官方的新开的childcare，只会给12个月，但是renew的时候到底是给24个月，还是36个月，我没找到确切的信息我在ECDA网站上找了很多childcare，license tenure都是36个月
