Question: China One Child Policy with Chinese Oversea

I have been present on one of your talk associated with Huasing Group a few months ago about laws in SG. Your enthusiasm on helping Chinese in Singapore really gave me very nice impression. Please allow me show my best respect to you for your endeavors and contributions.
Now I would like to request you to talk about the the one-child-policy of China and its effect on the Chinese oversea.
Specifically my wife and I are holding China Passport. I am foreigner and my wife is PR in SG. We plan to have two children during the following few years and after that we may go back to China for long term settle down. For this situation, our second child will be illegal or not? I have to pay the fine money or just can normally get the citizenship of China. Supposed the condition is we do not want to become Singaporean, neither of our children.
Another question about USA but feel free to omit it if this question is out of your scope of this BBS you defined. It is known that if the baby was born in USA. The baby can get US citizenship naturally. Similarly, if we plan to stay in USA for a few years and after that we will go back to China for long term life. I hear about that the child would be treated as foreigner in China, which may result in very complex conditions such as how to attend the school or social benefits and so on. I also hear that the child can decide his or her citizenship till 18 years old. But before this age and before the decision to hold which passport in China, what is the specific status he or she is in?
Also if we want to have two children in USA and then go back to China for long term life, what will happen again?

这个好像各地政策都不一样
之前看见过有的地方是拿到国外居留权的就不记入超生范围。不知道PR是不是在此列。最重要前提是不回国落户口吧,估计落户口的话,不符合政策的超生孩子还是要被罚的。
