咨询几个与Offer相关的问题
今天接到一个招聘电话,一个500强公司下面的子公司,IT外包。聊了一会后,比较满意。
然后email给我发了一个附件(Offer Proposal Form)。
请问Offer proposal form 算是正式的offer吗?
在这个form中,有一段关于Project Assignment Commitment的描述:

Project Assignment Commitment
(XXX company) expects you to appreciate the fact that it is bound by project deliverables to its client. Hence it is very important to honor the commitment for the project assignment, else this would cause cost implications for both (XXX company) and its client. Also, as you will appreciate, the company spends a lot of time, effort and money on hiring.
In the event of not honoring the offer upon signing, you will be required to reimburse (XXX company) an amount equal to two month’s salary.
In the event of not honoring the initial project assignment of one year after joining, you will be required to reimburse (XXX company) an amount equal to one month’s salary.
This is not applicable from the 2nd year onwards.
Visa/ Residency Pass
Employment Pass for Self and Dependent Pass
for Spouse and for Children < 21 years
Joining Time/ Date
1 Month
感觉工作要求好严格,好担心。。。
请有经验的朋友抽空评论下,公司里这些要求过分吗?

普通地不能再普通地一份offer,不懂严格在哪里。。。
