给父母申请什么pass

请问大家都给父母申请的这种长期签证（在ica网站上）？

"Visitor whose Child (above 21 years old) is a Singapore Citizen (SC) or Singapore Permanent Resident (SPR)"



这个可以合法工作吗？谢谢。
