sometimes, yes - the secret about interview time!
some companies like to interview people after 5 and even after office hour becasue they do not want to distrub their own operations.

the secret is that sometimes you can tell from the interview time, if it is a company with good welfare or not

most companies that enjoyes the after office hour interview are local companies.

the european companies, or foreign Co. usually will interviw during the office hour, 2-4 pm , if you are among top three of the shortlist, it is 10:00am to 11:30am

of course, some other companines will schedule one whole day or two days to interview all candidates they shortlisted. for these kind of company, they will give each person about one hour time, so you might be the one that been scheduled to do it 1700pm :)
