Dear Agony Uncle, two urgent questions from me

I recently purchased a 2+1 resale flat, and unfortunately one of my neighbours is very irritating. When we are doing renovation, he shows up almost everyday and make negative judgments about our renovation. When he heard that our friend (1 person) is coming in to stay, he told us that we are not allowed to sublet since we have not meet the minimum occupation period (MOP) period. I told him that I checked with HDB and the MOP requirement only applies to whole unit subletting, but he still insists. For the past few days he sent me and my wife SMS everyday, and called us. I messaged him and told him to leave us alone, but he still send messages to me. i still have the messages stored in my mobile phone.

My first question is, now that I think he is a big disturbing factor to my daily life, is there a way I can stop him from contacting me? I am OK with any legal measure.

My second question is, I am not signing a contract with my friend, and the money he is paying us is lower than the market, with no deposit required. Do I have to register with HDB in this case?

The problem sometimes is we cannot choose our neighbors . If you could simply ignore him, as to the contents and as well as the frequency of the smses which he sent to you. If they appear too frequent in the contents of the messages, show them to me and I will let you know whether you have a course of action against him. If there is, you can either issue a lawyer’s letter to him to cease and resist from such act, or to make a magistrate’s complaint against him in court.

Thank you, and some follow up on this matter
He reported to HDB about subletting, and an HDB officer came down to do an inspection. Everything is OK according to the officer.

Recently we did not see each other and he also have stopped smsing us. However I still kept those messages in case anything happen in the future.

If he frequently reports to HDB and results in HDB officer inspecting our house regularly, can we use this as evidence of harassment?

Yes, perhaps you should take the initiative and write to HDB to state the background and history of the case to them. Also you may wish to instruct a lawyer to write him a warning letter.
