起薪都应该在4000左右。
如果太低的话只有两种可能:
1. 工作能力不行
2. 找工作能力不行
其中2的可能性比较大 :)

OK,若上述原则比较难以落实,那么首先的一点是,在职业或者生活的过程中,尽量去做不可替代的事情。如果你的机构里一半以上有你的类似的技能,那么你便很无趣;若只有1/4,那么你可能有些机会;若只有1/10,那么你会被重视;若只有1/100,那么你会受到特别关注;若几乎没有人懂得你的技能,那么,你会很有趣。

One of my friends, whose Phd study was on 4G. As you know Singapore is going to do 3G, but 4G is still something unknown here. My friend could not find suitable job for 6 months in a row. He only got a short-term offer here with around $3000. But now he has got another welfared offer in USA, working on 4G. This story tells not every major can have the same chance, saying in Singapore.
Another friend, whose is also a PhD graduate. He is a truely tech genius and strong at social communication. He used to write a multimedia server system from scratch within 9 months. It can outperform nowadays commercial product. But he accepted a job with also around $3000, because he belives this job can give him long-term advantages and it is beneficial to his career life. This story tells starting salary may not the only stardard to judge a person's capability.

Of course that is important, but there is also risk that, if this 不可替代的事情 is something technical... you'll get stuck on your current position....
I've seen cases that one guy have performed so well in a certain role that people think he'd better stay at his current position...
I think broaden your skills across various functions of the organization is important as well.... Specialized is good to quickly move to middle level, but too specialized is a bottleneck to move further.

Actually, few technical job are really 不可替代的事情.
For fresh starters doing a technical job, guess the best thing is to get exposure to various functions within organization.
Do a good job for the present role, always look out for opportunities that may lead to other roles.
For the cases you mentioned, I guess he/she has not really justify why he/she wants to move to another role.
The person should take initiative to convince manager that an opportunity for him/her to practise in other role benefit both the company and himself.
After all, being very good at something does not necessarily mean that he has true passion for it nor does it say he is willing to stay in that line for long.
