We refer to your email dated 13 Mar 2008.
2 ICA does send invitation letters for Singapore Permanent Residence (SPR) to eligible final year full time students in our local Institutes of Higher Learning. The SPR invitation letters are merely issued to foreign students to notify them of their eligibility to apply for SPR after their graduation and upon them securing employment here. Recipients of such a letter are not automatically granted SPR. Applications will be subject to consideration.
3 Foreign student who has not received the letter may still submit an application for SPR, under the"Scheme for Professional/Technical Personnel and Skilled Workers" for our consideration, when he/she is working in Singapore on an Employment or S Pass for a period of time. Please submit the duly completed application forms - Form 4A (1 original & 1 photocopy) and attached Annex A, together with the relevant supporting documents for our assessment.
The issue of the Invitation letter to a final year foreign student studying in a local Institutes of Higher Learning (IHL) is not automatic and it is subject to the student meeting our requirements. If the Myanmar student studying in the IHL meets our requirements, he/she can also be invited to apply for PR.
The letter of invitation is issued to facilitate graduates from local Institute of Higher Learning to find a job in Singapore. Applications will be subject to consideration.
