刚拿到公民，在考虑换房
目前有一套PR期间买的HDB，没拿任何津贴，明年才满MOP.

Please check whether you can apply for an HDB housing loan when you are eligible to buy a flat.For more information on the various eligibility schemes, please visit HDB InfoWEB.猜测原因是目前有HDB但是没满MOP.以前看论坛说是没拿津贴的话，在新房拿钥匙的时候满MOP就可以了。如果我想现在申请BTO 或者SBF，是需要去appeal吗？
