TERMINATION OF DAGANG OILFIELD AGREEMENT

The Company wishes to announce that Shengkang and New Highland have, by mutual
agreement, agreed to terminate the Dagang Oilfield Agreement with effect from 1
October 2009 (the “Termination Date”) pursuant to a termination agreement entered into
on 23 September 2009 (the “Termination Agreement”, and such termination, the
“Termination”).
